Back in September 2024, the IRS released the Combined Federal / State 1099 Filing program changes for tax year 2024 (for 1099 forms to be filed in 2025).
The CF/SF Program was established by the IRS to simplify 1099 returns filing for issuers. Through the CF/SF Program, the IRS electronically sends information returns (original and corrected) to participating states.
The latest 2024 requirements, instructions and deadlines for the Combined Fed / State program are part of IRS Publication 1220 (Specifications for Electronic Filing of Forms 1097, 1098, 1099, 3921, 3922, 5498, and W-2G). Please remember that in order to participate in the program and upload your 1099s to the IRS and have your forms forwarded to the state, you are required to obtain an IRS (Information Returns) TCC code. How to Apply for an IRS FIRE TCC Code
Combined Federal / State 1099 Filing Deadlines:
- The 2024 test system will be available on January 7, 2025.
- The 2024 production system will be available on January 13, 2025.
As of December 2024, the following states participate in the CF/SF Program: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, District of Columbia, Georgia, Hawaii, Idaho, Indiana, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina and Wisconsin.
The new combined federal state code for Rhode Island is 44.
How to participate in the 2024 Combined Federal / State 1099 Filing program?
- Make sure you have an IRIS TCC Code.
- Make sure 1099-NEC Box 6 for one of the recipients is filled with a state that participates in the CF/SF program.
- From the top menu inside W2 Mate 2024, select “E-filling” and then select “1099-NEC Forms”. Next, select “Federal (for upload to IRS FIRE System)”.
- In the dialog that comes, fill-in the transmitter and company info.
- Most important step: Check the “Include Combined Federal / State Information” checkbox and also make sure to check the box that says “Create TEST File”.
- Review all info and click OK. Now W2 Mate will create a file that you need to upload to the IRS FIRE TEST System.
- Log into https://fire.test.irs.gov and upload your file.
- Login again the next day and check the status. If the file was accepted then you are now part of the Combined Federal / State 1099 Filing program.
Each time you e-file your data using W2 Mate, make sure you do check the box “Include Combined Federal / State Information” so the combined fed/ state info gets included in the file for recipients in states that do participate.
